In 2003, the city of Santa Clarita, California, was paying $28 per ton to put garbage into a landfill. The city then adopted a mandatory diaper-recycling program that cost $1,800 per ton.[citation needed]

A recycling bin (or recycle bin) is a container used to hold recyclables before they are taken to recycling centers. Recycling bins exist in various sizes for use in homes, offices, and large public facilities. Separate containers are often provided for paper, tin or aluminum cans, and glass or plastic bottles.

The northwestern United States has difficulty finding markets for recycled newspaper, given the large number of pulp mills in the region as well as the proximity to Asian markets. In other areas of the U.S., however, demand for used newsprint has seen wide fluctuation.

The wheelie bin is a waste container on wheels designed to make it easier for users to transport heavy loads of refuse to the curb or other pick-up point. George Dempster invented the Dempster-Dumpster system in the 1930s for automatically loading the contents of standardized mobile steel containers onto the dustcart. This led to the classic Dempster Dumpmaster waste collection vehicle of the 1950s, but wheelie bins did not become commonplace until the 1970s. The term dumpster is frequently used as a generic term for a large MGB or the non-mobile variety (known as a skip in the UK or Australia) in the United States. polystyrene recycling
In the US residential wheelie bins are also generically called "Herbie Curbies." The modern bin is a German invention of the 1970s in a patent held by Schneider, and licensed to other companies outside Germany.

Certain requirements must be met for recycling to be economically feasible and environmentally effective. These include an adequate source of recyclates, a system to extract those recyclates from the waste stream, a nearby factory capable of reprocessing the recyclates, and a potential demand for the recycled products. These last two requirements are often overlooked—without both an industrial market for production using the collected materials and a consumer market for the manufactured goods, recycling is incomplete and in fact only collection.
